Government actions such as construction of infrastructure and transit, and land use decisions including upzonings and community plans that raise densities, increase the value of land considerably. Professor Calavita will discuss whether a portion of that increase should be recaptured by local governments (as they often are in European counties, and increasingly some California communities).
