There is no single solution to developing and preserving a sufficient supply of affordable housing. Jurisdictions need to apply a combination of strategies for success.

Political Commitment and Empowered Grassroots Communities
Engage political and community leaders to take action.

Community Education
Educate the community about the need for affordable homes and how everyone benefits.

Jobs Housing Linkage Fees
Institute fees or other requirements on new industrial, commercial and office developments to off set the impact that new employment has on housing needs within a community.

Inclusionary Housing Ordinance
Require private developers to designate a percentage of housing units in new residential developments to be affordable to low- and moderate- income households.

State and Local Legislation
Mandate policies and programs that will facilitate the development of affordable housing and utilize existing legal tools such as California’s Housing Element and Redevelopment laws.

Housing Trust Fund, Affordable Housing Bonds and Set-Asides
Establish by legislation, ordinance, initiative or resolution distinct funds that are dedicated to affordable housing.

Planned Development and Transit-Oriented Development
Designate viable land for the development of affordable housing, particularly in areas near public transportation, to alleviate car-dependency and to preserve open space, including farmland and hillsides.

Increased Density
Increase the amount of units in a development in order to maximize land use and affordability, and eliminate zoning and regulatory barriers to affordable development.

Tenant and Homeowner Protections and Anti-Displacement Provisions
Develop and enforce just-cause eviction protections, fair housing and fair rent laws; limit condo conversions; protect consumer rights; and stop predatory lending.

Good Jobs and Community-Based Economic Development
Increase incomes through industrial land protections and good jobs so that workers can afford housing and form stable communities.

Supportive Housing
Identify funding for support services in permanent affordable housing to meet people’s needs and break the cycle of homelessness.
